The readiness of chosen kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant

The thesis is based on the assessment of the readiness of staff in selected kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant. Kindergartens associate a large number of young children who are dependent on the help of adults. Even in the event of a radiation accident, children will not be able to take care of themselves and will clearly be dependent on the help of teachers. For this reason the readiness of staff of this type of school facility in the emergency planning zone should not be underestimated. The aim of the thesis was to analyze the knowledge of staff in selected kindergartens (Dříteň, Zliv, Albrechtice nad Vltavou, Neznašov) in the emergency planning zone of the Temelín Nuclear Power Plant. For this purpose was established a hypothesis: "The knowledge of the staff of selected kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant will be higher than 60 %." To achieve the set goal and to verify the hypothesis a questionnaire survey was conducted using a developed questionnaire. The questionnaire contained 19 questions, and total 55 respondents took part in the questionnaire. Then were the results evaluated using methods of descriptive and mathematical statistics. The hypothesis was confirmed that the knowledge of the staff of selected kindergartens is higher than 60 %. The arithmetic average of staff knowledge in selected kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant was 61.47 %. I consider the current state of knowledge of staff in selected kindergartens to be sufficient, but the results showed insufficient knowledge in the areas of improvised body protection and iodine prophylaxis.
Emergency preparedness of Nestlé Česko, s.r.o, Zora

The thesis deals with the issue of emergency preparedness of Nestlé Česko, s.r.o, Zora Olomouc. According to the Act. No. 224/2015 Coll., concerning prevention of major accidents caused by selected dangerous chemical substances or chemical preparations and concerning amendment there is underlimit amount of hazardous chemical ammonia in the area and we cannot classify this as group A or B. On these not-classified resources there are not subject to some duties under this Act, especially the obligation to prepare an emergency documentation. There are a lot of factories like this in the Czech republic (and in the world) and there is certain danger for employees of this companies and for civilian population who is in the danger area. There is more than 6700kg of ammonia in the factory Zora and it is quite a lot. We have to look at special precautions. Ammonia is taken as moderately toxic substance that irritates the eyes, mucous membranes, and in high concentrations can cause death. Another dangerous effect, except the toxicity is its explosiveness and flammability. Impacts of hazardous concentrations are not threat only for people but also for animals and the environment.

Readiness of the urgent reception to mass disasters This thesis is dedicated to the readiness of the urgent reception to mass disasters. It deals with the history, evolution and the current state of the urgent reception, both in the Czech Republic in the first place and in the world. Within the scope of this thesis I focus mainly on the work scope of the urgent receptions in dependence to their structure, equipment and their actual preparedness to deal with mass accidents. I focus besides other things on technical equipment of the urgent receptions, which is in frames of the Czech Republic very heterogeneous, but totally crucial to handle possible mass accident. A very import aspect is the matter of education and further training of the medical employees on all levels. It concerns not only medical positions, but also nurses and auxiliary staff. The question of the conditions severity of the admitted patients, their classification according to these conditions and transparent processing of the information about them cannot be passed over. Furthermore the thesis discusses emergency medicine as a discipline and the direction it should, in my opinion, further be heading in order to improve the functioning of the present system of pre-hospital and hospital emergency care. Urgent receptions in the Czech Republic represent a relatively new thing, which results into certain ambivalence of their concept and structure. Each urgent reception is somehow original and adapted to the requirements of the founder and the local situation. There is one thing the urgent receptions have in common, overload with patients who fall into the competence of practitioners. This is associated with the financial loss-making of these departments within the medical facilities. This, especially in the case of the private hospitals, leads to a reluctance of the founder to invest to the urgent reception. In this thesis I mention legal framework, contingency planning in the Czech Republic, contingency plans, their content purpose and type plan with its importance for solving crisis events. Another plan that is resolved in my thesis and that has crucial importance especially, for urgent receptions is the trauma plan of medical facility whose application into practice in the Czech Republic in many health care facilities is very problematic. And the practice of the trauma plan activation itself is, according to my research, the prerogative of only a very small amount of medical facilities.

Security of citizens is one of the fundamental responsibilities of the state. Therefore, the crisis management system in the Czech Republic is one of the forms of the population protection guaranteed by the state. During its creation and operation cooperate appropriate bodies of the public administration, as well as legal and natural persons. In this thesis the readiness of smaller administrative units is assessed, such as municipality type I. (a municipality), municipality type II. (a municipality with authorized authority ) and especially municipality type III. (a municipality with extended scope). Despite the fact that the crisis management system in the Czech Republic is constantly evolving and is also supported by the legislative side, it is largely neglected at lower levels. Activities in this area are in many cases either postponed or in worse cases considered completely useless and their implementation will not take place. In relation with the exceptional situations the municipal authorities were entrusted with certain powers to deal with such situations. But on the other hand, different levels of municipalities are not distinguished in the cases of dealing with crisis situations. Problems arise in the areas of expertise, material and human resources, especially when the municipalities type I. do not have such resources to be capable of adequately respond in the event of a crisis situation. After all, there are better conditions in municipalities with extended scope, which are able, also due to the larger budgets within its administrative area, to ensure better crisis preparedness of municipality to an exceptional or crisis situation and its subsequent solutions associated with minimizing damages and eliminate the consequences of the action of an exceptional or crisis situation.The main objective of this thesis is to characterize the crisis management system in the Czech Republic. With the help of legislation and professional literature the theoretical part is focused on the explanation of basic terms, such as crisis management, a system of integrated rescue system, emergency and crisis planning, characteristics of the exceptional and crisis situation or crisis management authorities. Furthermore, the thesis is focused on the field of crisis management at the level of municipalities with extended scope, which describes both the scope and the various municipal bodies. It addresses the individual procedures of primarily smaller local government units in the prevention of municipality preparation for exceptional situations, participation of municipality on rescue and relief works and operations implemented in connection with the population protection. At last, the theoretical part contains the financial security operations related to the preparation of exceptional or crisis situations and to the rescue and relief work implementation.To meet the objectives of the thesis were established two research questions that address both the preparedness of humanitarian worker, as well as the possibility of drafting a proposal for a methodological procedure in dealing with crisis situation.
Emergency preparedness of inpatient medical facilities of a non-university type in the South Moravian Region

Society today is increasingly exposed to the effects of emergencies. These situations not only affect the normal functioning of the society but also the functioning of medical facilities. The preparedness of medical facilities is a very important factor influencing the success in dealing with emergencies and crisis situations. The preparedness of the health care system as a whole consists of all medical facilities in the Czech Republic. Therefore, it is desirable that they are prepared to address them. The objective of the thesis, in its theoretical part, was to provide a comprehensive overview of the current state of crisis preparedness in medical facilities. The practical part was intended to introduce in more detail the territory of the South Moravian Region and its issues and to map out emergency preparedness in the specified research set. The research set included medical facilities in the region that are not university hospitals but that are part of the region traumatology plan. The data on this issue was collected using a questionnaire. The questionnaire was in a format of selected work indicators of emergency preparedness and it was uniform for all the respondents. The work indicators were as follows: theoretical preparedness, organizational preparedness and practical preparedness. Based on the questionnaire survey, analysis of the results and determining the average level of preparedness of all the participating medical facilities, it was concluded that the preparedness of the medical facilities of a non-university type in the South Moravian Region is very diverse: from hospitals whose preparedness is excellent to those who do not reach the required basis. In the overall assessment, 40.0 % of the respondents did not reach the determined average. Overall, the level of preparedness of the research set can be seen as slightly below average. To increase the level of preparedness of non-university medical facilities, it is suggested, for example, to create unified procedures for processing various types of plans, to assign each medical facility the obligation to employ a professional emergency manager, and to establish cooperation among individual medical facilities.
Assessment of emergency preparedness at the railway station in České Budějovice

Emergency preparedness includes the ability to recognize the occurrence of extraordinary events and, in particular, planning, organizing and management of emergency measures to deal with them. The objective of this thesis is to assess planned measures to avert the consequences of accidents depending on selected extraordinary events in the premises of the railway station in České Budějovice. Another objective is to assess the overall emergency preparedness of the railway station in České Budějovice in this respect. In order to meet the objectives as well as possible I defined the following hypothesis: Planned measures to avert the consequences of accidents in the premises of the railway station in České Budějovice are adequate and in accordance with applicable legislation. The thesis includes basic general information on extraordinary events, emergency planning and the integrated rescue system, and then it describes securing emergency preparedness within the organizational structure of the entities involved. The thesis also includes the issue of rail freight transport and the related transport of dangerous substances. To achieve the objectives of the thesis and to verify the hypothesis, I used interviews with relevant experts from railway companies ČD as, ČD Cargo and SŽDC, and the study of available literature and legislation. Then, I used a document analysis aimed at assessing the adequacy and suitability of planned measures depending on the selected extraordinary events ? both associated with the normal operation of the railway station and the transport of hazardous substances in tanks. The analysis showed that the planned measures to avert the consequences of accidents in the premises of the railway station in České Budějovice are currently to a great extent adequate and in compliance with applicable national and international legislation. In the discussion section, I presented the problems that occurred in dealing with this issue. At the end of the thesis, I tried to propose some measures that would be suitable for adding into the documentation of emergency preparedness of the railway station in České Budějovice. I believe that this thesis will be used as a document monitoring an aggregate of measures to ensure emergency preparedness of the railway station in České Budějovice and, in the light of the thesis results, it will be possible to recommend further improvements in securing the preparation of these measures.
The view on the Krnov Hospital X Ray Department's Preparedness to Handle an Increased Number of Casualties at Emergency Management

Exercising their profession, nursing staff in health facilities may commit a fatal mistake in tense moments in terms of time. An illustrious example may be the admission of a higher number of casualties after an emergency event. So that to prevent these negative consequences, emphasis is put on the readiness of the entire health system from the headquarters to individual care providers. Special attention is also paid to trauma planning, because especially in complex cases greater demands are developed on the functioning and rapid succession of individual operations of medical care, along with observing all approved medical principles, of course. To verify the readiness and to reveal any shortcomings and reserves tactical exercises are held. The Krnov hospital also participated in that kind of training with activating the trauma plan. Another workplace involved was also the radio-diagnostic department. A simulated bus accident was to reveal whether the individual workplaces could provide adequate examinations and treatment. The thesis is divided into several parts. In the introductory section it is explained in brief how the health system is organized. To understand the text, it was necessary to define the necessary terminology and to mention the binding, legal legislation for emergency management authorities at all levels that affect the operations and carry out supervision on medical institutions. Gradually, the theoretical part presents trauma plans, sorting out casualties in the place of an emergency event, and specific exercises in the Krnov hospital that were announced and carried out in the early afternoon, when the hospital was fully filled with staff members. In the research part the analysis of a real accident that occurred in a late evening about a year later is made. Time demandingness of individual examinations is evaluated. Factual results are compared with the data obtained from simulated exercises. In the final part I tried to assess the quality and topicality of the trauma plan elaborated by our facility as well as the internal trauma plan of the RDG department and to propose possible changes and improvements.
Analysis of the possibility to perform evacuation of inhabitants at the pre-leakage phase of radiation accident in nuclear power plant conditions

Nuclear facility accidents involving leaks of radioactive substances into the environment might have serious radiobiological impacts on inhabitants in some cases and would require immediate or subsequent protective measures from iodine prophylaxis and hiding to evacuation or permanent resettlement. The first part of the thesis describes the conditions of nuclear facility operation, technology of the Temelin nuclear power plant, including description of technology and function of emergency systems and the basic principles of security, and environment protection. It also describes the principles and aims of nuclear safety, radiation protection and accident preparedness. A more detailed description of accident preparedness at the Temelin power plant including links to the External Emergency Plan and announcement of safety measures for inhabitants follows. The aim of the thesis is to evaluate the decision making process on announcement of evacuation in the pre-leak phase of radiation accident from the point of view of the Temelin nuclear plant operator?s possibilities. The part Methodology includes a description of RTARC software for evaluation of radiological impacts of radioactive substance leakage into the environment of the Temelin nuclear plant in case of radiation accident. The set of source members (event scenarios) used for the calculation is also described there. The chapter Results presents and assesses the RTARC calculations. We may say upon analyses of the results that application of the decision making support programme is beneficial and is practically able to help with efficient protection of citizens in the final effect. For a part of the considered source members evacuation on pre-leak phase cannot be recommended with regard to the quick progress and leakage of radioactive substances into the environment.
